Use of telecommunication in the delivery of a staff development telecourse for educators of exceptional children in Guam and Saipan: a descriptive study of its use and suggestions for improving its effectiveness [microform]

The study, exploratory in nature, attempted to uncover from the experience of those pioneering the use of a staff development telecourse in Micronesia possible variables which underlie and discriminate among those who experience distance education with greater and lesser degrees of success. A holistic approach to data collection was used to answer five central questions on the feasibility and acceptability of the use of telecommunications in the delivery of distance education to Micronesians.
Questions addressed were (a) what types of inservice training courses are selected by Micronesian educators of exceptional students and are these courses amenable to delivery through distance education, (b) what technology is available at present and anticipated in the future for use in the delivery of distance education in Micronesia, (c) given participation in an inservice training activity through distance education, will educators of exceptional students exhibit gains in achievement related to the content of the training, (d) given participation in an inservice training activity through distance education, will the educators exhibit a positive attitude toward that participation, and (e) given participation in an inservice training activity through distance education will educators exhibit a quality of participation as evidenced by active involvement, completion of assignments, attendance, and a passing grade in the course?Results indicated that the use of telecommunication for delivery of staff development courses to Guam and Saipan is both feasible and acceptable.
However, the lack of interaction between the sites selected for the study and between the students and their instructors was cited as an important limitation. Further, not all students, because of their diverse cultural backgrounds, were equally comfortable with the technology associated with distance education nor with the group relationships assumed by the instructional setting. While each site had, in the past, demonstrated technological capacity appropriate to the model of course delivery employed, in practice it was found that technological as well as political interference was difficult to avoid.
