General Assembly this morning heard four more speakers-the representatives of Australia, Iraq, the Philippines and Colombia. Mr. Richard G. Casey, Foreign Minister of Australia, is seen here at the rostrum, delivering his speech. Discussing the present world situation, Mr. Casey held that there were grounds for "greater optimism" than a year ago, due mainly "to the positive steps that we have taken now in the East as well as in the West, to deal with the threat of Communist aggression." "There should now be reasonable expectation that the Communist leaders will see for themselves just how we will react in the future to what they might do."He also welcomed the U.S. proposal for the establishment of an international agency for the development of peaceful uses of atomic energy. "As a country which promises to be an important source of uranium, we hope to play our full part in the proposed agency," he said. L-286/1 Please credit: United Nations"--on reverse.
