The Public Sector Management Act established the separate ACT Public Service in July 1994. The Act was something of a hybrid. On the one hand, it incorporated what were at that stage innovative statements of values and ethics. On the other hand, it simply transferred en bloc many of the provisions of the former Commonwealth Public Service Act 1922, reflecting the sensitivities around moving former Australian Public Service staff into the new public service.
