"The Department of Environment and Climate Change (DECC) is a NSW Government agency with primary responsibility for working with the community to protect and conserve our environment, including our natural and cultural heritage. DECC is responsible for developing policies and programs to conserve our environmental and cultural heritage. DECC implements government regulations and reform initiatives for environmental conservation and is also a significant land manager, responsible for more than seven per cent of New South Wales. As part of these responsibilities, DECC assesses the impacts of activities within reserves, and those impacting on the natural and cultural heritage of NSW. DECC has developed the Proponents Guidelines for the Review of Environmental Factors (REF) for activities which require approval from DECC in order to assist with this important task. The Guidelines have been prepared for anyone proposing to undertake an activity within lands reserved under the NPW Act. This includes both external proponents and DECC. These guidelines will help with: deciding whether a REF is required (Section 1) ; preparing a REF (Section 2) ; developing the content of the REF (Section 3) ; understanding post-determination requirements (Section 4)." -- Preface.
