Stuart Lindner speaks about his current position as Regional Manager of Child Protection Reform at the Department of Human Services; his motivations for studying social work; the changes in the Juvenile Justice system; his current work with young people; the transition from juvenile justice work to child protection; increase in the role of Child Protection Services; changes in child protection work and rise in drug and alcohol related cases; being greater awareness of sexual abuse in the (1980s); the lack of access to community services in townships; child protection and community welfare in the (1980s) and early (1990s); the amalgamations of regions and departments; leadership roles in the department; the historical reflection on the changing reasons for children being taken into the care of the state; the home based care and out of home care; the role of extended family; after hours Child Protection Emergency Services and the closure of institutions.
Lindner talks about the cultural issues in the placement of children; the greater awareness of the religious and cultural identities of families; moving away from institutional care; the emphasis on supporting families and connecting extended family; the introduction of mandatory reporting in Victoria and its role as a leading informer of child protection policy; media involvement and the politicisation of child protection services; views of statutory child protection; the complexity of families and challenges around understanding safety; role of the state in the private lives of families; relationship with families; the significance of Aboriginal influence in relation to understandings about family group involvement; how to involve children in decisions about their lives and efforts to engage families; defining the best interests of the child; feedback from families; reflections on his achievements and contributions.
