The triple two project (1966-67) was designed to determine needs perceived in south central Nebraska for programs of community service or continuing education and to examine title 1 of the higher education act of 1965 as it might relate to them. Twenty-seven communities were chosen as conference areas and divided into three categories by population (10,000 and over, 2,500 to 10,000, and under 2,500). Community lay leaders, local government officials, and kearney state college educators participated. Community reports and reports from county agents revealed needs relating to local government, housing problems, community leadership, problems of working mothers, health, recreation, and youth opportunities and employment. Specific needs most often voiced, which could be further developed under title 1, were for police schools, training of local governing boards, communication, leadership training, and community workshops on recreation and on services to youth.
