The school-to-employment program (step) had demonstrated an effective way of changing many potential unemployed school dropouts into successful students and productive workers. This manual combines program and application directions and a reporting outline. The step objectives are--(1) to provide potential dropouts, over 15 years of age, with educational and work experiences that will enable them to succeed in full-time employment if they leave school before graduation, and (2) to give pupils insights concerning the importance of education for occupational success. The program combines work experiences and daily orientation sessions under the supervision of a teacher-coordinator. Students most often attend school in the morning and are employed in the afternoon. An advisory council made up of business, government, and education representatives guides the school district in the program. Case conferences of personnel, contact with parents, and records provide for evaluation and follow-up studies of the student. Approval for state aid is awarded on an annual basis. Criteria for the evaluation of a step program are included, and a sample outline of a proposal for the program is given. (ph)
