This study embodies three major components: (1) an extensive literature review on the topics of job-related problems of the country's disadvantaged population and the programs which the federal government and private industry have designed to help solve these problems; (2) a nationwide survey of cooperative efforts of private industry and the schools to provide job-oriented education for the disadvantaged; and (3) three seminars, one in Knoxville, Tennessee, one in Denver, Colorado and one in New York City, designed to acquaint businessmen, educators, and other civic leaders in these communities with materials developed in the course of the study so that they might be encouraged to initiate cooperative job-oriented education programs of their own. In order to stimulate more interest throughout the country in cooperative job-oriented education programs, the three dissemination seminars were held in urban areas having diverse groups of disadvantaged individuals. Leaders in private industry, the schools, and important civic action groups were brought together to consider the job-related problems of the disadvantaged in their own communities. This mix of seminar participants appears to have been productive of action because a number of significant steps toward new cooperative efforts in behalf of the disadvantaged have resulted from the seminars.
