This report describes the experience of a group of New Careers paraprofessionals who were trained in human service occupations by the National Committee on Employment of Youth (NCEY) in a special project in 1965 and 1966 and employed by a variety of public and private human service agencies. The report provides data on the longest period for followup (nearly 4 years) of any New Careers program and systematically documents the problems of career advancement. In an attempt to measure the impact of paraprofessionals on the participating agencies and to identify the factors involved in mobility, 26 NCEY graduates and 37 agency personnel were interviewed in a cross-section of involved agencies. The study found that opportunities for advancement are severely limited for paraprofessionals, mainly because of rigid educational requirements for higher level jobs. The report is useful to New Careers program planners and administrators, and to potential employers, as an aid in eliminating obstacles to career mobility. (BH)
