The point of view taken is that an open admissions program does not exist, but that existing programs aim at expanding the basis of admission. Nine aspects of the program are discussed: (1) the question of "open admissions" or "expanded admissions" and the problem that economic forces remain powerful barriers to higher education; (2) the disturbing tendency to see the expanding admissions program as one for blacks or other disadvantaged groups; (3) the dilemma of maintaining academic standards; (4) the need for compensatory education; (5) the tenuous relationship between expanded admissions and improvement of social conditions; (6) the advantages of differential admissions; (7) the need for public support for 2-year colleges; (8) the need for an effective professional and vocational education mix in a liberal arts program; and (9) the need for a new type of teacher.
