The purpose of this paper is to suggest one practical measure for financial aid to disadvantaged college students through an expanded and new involvement in the distribution to student financial aid funds to more students in need. Useful to a discussion of a revamped approach to aid distribution will be a review of who the disadvantaged are, to what extent they are enrolled in higher education, and, in particular, what measure will identify them. It is suggested that new procedures which would improve the chances for further education of needy and deserving students be explored. Equal access to higher education will move toward a new reality with adequate funds from federal, state, and private resources and with the introduction of responsibility in the high school.
