This report is intended primarily for use by those who manage the Federal civilian work force. It is hoped, however, that it will prove useful to those without managerial responsibility who are concerned with the nature of and changes in the composition and structure of the Federal work force. The statistical data and analyses presented herein are directed at such questions as: (1) What is the size and geographic distribution of the Federal civilian work force? (2) What is the extent of minority group representation? (3) How is this work force paid? (4) How does the pay of its minority group employees compare with that of its non-minority group employees? (5) Is there upward mobility among its minority groups employees? To answer these questions, data are included for the first time for each minority group by department and selected agency, and the number of Standard Metropolitan Statistical Areas has been expanded from 41 in the 1967 study to 75 in the present one. Detailed tables showing minority employment data by grade are also included for the first time. (Author/JS)
