This series of 24 papers on the structure, growth and finance of higher education is divided into 6 parts. The first presents an overview of basic issues involved in the economics of higher education and identifies factors which must be considered in formulating policy. Part 2 considers the 2 most basic criteria for a higher education system--efficiency and equity--in terms of their conflicting natures and the compromises necessary between them. Part 3 discusses costs and outputs. Parts 4 and 5 consider, respectively, the outlook for American higher education in the next decade in terms of enrollment, expenditures, staff and degrees granted, and the economic outlook for private institutions. The first section of Part 6 outlines prospects for nonfederal financing -- state and local government aid -- and endowment contributions. The second section discusses the role of federal aid, not merely in supplementing other sources of finance but also in helping direct higher education toward goals set by the American public. (JS)
