The addresses and discussions of the 1970 Maryland Reading Institute focused on the theme of "accountability"--defined as the responsibilities of teachers to their students, community, and society. In Part 1, highlights of the keynote address are followed by summaries of a five-member panel discussion, five reactors' statements, and a concluding address. Reading educators were seen as responsiblie for providing a solid basis for all education. In addition, because of the wealth of recent research on the reading process and the learning-to-read process, the teacher of reading has the responsibility to learn as much as possible in her field and apply her knowledge in the classroom. On another level, programs in colleges and universities must supply future teachers with training in teaching reading skills and in the development of effective reading curricula. The second part of this volume includes an address by Kenneth Goodman entitled "Psycho-linguistics and Reading" and summaries of speeches on reading and learning centers, teaching values in elementary social studies programs, and our responsibility to children.
