In a survey of the recent past in African education several problems are identified, including the widespread use of Western patterns which are irrelevant to the African situation, undue dependence on the examination system, emphasis on secondary rather than on primary education, the growing difficulty of finding employment for the students when they finish school, and the continuing explosive growth of population. The need for an educational system more in tune with specifically African needs is examined, in particular the question of providing an agrarian bias in primary education. Separate chapters are devoted to primary education, teacher education, and secondary schools. The four major priorities for the next decade are identified as: 1) casting the common examination system in a far humbler role; 2) reforming salary structures inherited from colonial regimes; 3) finding ways in which the profession can help serve the vast number of young Africans who are not in school, especially those who have never attended school or who have dropped out; and 4) deciding what type of person the new African is intended to be and deriving from this the educational ingredients required to produce that type of person. Finally, a list of ten proposals suggests ways in which these objectives may be achieved. Refer to SP 005 335. (MBM)
