This document, the first in a series of monographs, describes the experiences of World Education in Asia, Africa, and Latin America in its efforts to establish programs in functional literacy, adult education, and population planning. It is divided into three main sections. Section I, A Program Comes into Being, describes the thrust of the overall program, which is to tackle the problems of resistance to family planning arising from tradition, religion, and superstitution, and to develop non-formal functional education programs directed toward out-of-school young adults with the lowest literacy levels. Section II, Program Focus, is described as incorporating family planning materials and instruction into ongoing functional education programs for adults and out-of-school youth in the process of assisting individuals to acquire attitudes, concepts and skills essential to problem solving. Section III, The Strategy of Program Development, involves four aspects: country programs, regional support programs, worldwide support programs, and program targets and phasing. (Author/CK)
