This document comprises recommendations concerning a University Senate and the Council of Deans at Harvard University. Recommendations for the Council of Deans are: (1) the Council should be maintained as an advisory body to the President and Governing Boards; (2) attendance at meetings of the Council beyond those of decanal rank should be determined by the President; (3) the Council should be provided with an adequate staff; (4) the President should consult the Council before dealing with matters of considerable significance; (5) the Council should be consulted by the Governing Boards in matters which concern them; and (6) close contact should be established between the Council and the University Senate.
