A discussion of pay-off evaluation is presented. Various objections to experimental design are raised. These include: (1) the requirement of random assignment of units of analyses to treatment and control conditions, (2) the "conflict with the principle that evaluation should facilitate the continual improvement of a program, and (3) the fact that evaluation is almost useless as a device for making decisions during the planning and implementation of a project.
