This document comments on the history of higher education and the effects of government on the establishment of junior colleges. When the junior college became part of the educational system in the early 1900s, efforts were made to define its function in response to the Office of Education's emphasis on information-gathering and accreditation. A combination of forces, including the early rise of the private 2-year college, higher education traditions, the work and attitudes of accrediting agencies, the operational definition utilized by the Office of Education, and the impact of recent Federal legislation, all contributed to the acceptance of the junior college as an institution in and of American higher education.
