The National Urban Coalition conducted this evaluation to determine the manner in which the provisions of the Emergency Employment Act of 1971 have been carried out, the problems raised by legislative and administrative guidelines, and the difficulties experienced in implementing projects locally. Some major findings were: (1) The Labor Department ruled that otherwise eligible applicants with populations of less than 75,000 were ineligible to receive funds, although Congress had set no population limit, (2) Characteristics of the enrollees did not seem to match characteristics of the unemployed (e.g., while 52 percent of the poor had an eighth grade education or less, only 7 percent of the enrollees had an eighth grade education or less), (3) Congress did not provide adequate funds to cover the cost of training and supportive services under Section 5 of the Act, (4) Most of the cities, counties, and states surveyed had not started to implement the objectives of modernizing outdated Civil Service practices, to bring the sponsor into compliance with U. S. Civil Service Commission Guidelines specifically developed for the program, and (5) Program agents did not employ many of the specified target groups--youth, older workers, or those having particular difficulty finding jobs in the high unemployment market.
