The rate of increase of Illinois junior college enrollment has decreased for the past several years. One reason for this may lie in the fact that the consumption of a service has its greatest rate of increase in the early stages of the supply of the service. As the unmet demand for it becomes satisfied, additional consumption decreases, approaches zero, or may become negative if the consumer population becomes smaller. This paper deals with two demographic factors which are likely to limit junior college growth: (1) the size of high school graduating classes, which are reaching a natural limit because of the deceleration of the birthrate in the late 50s and early 60s; and (2) the shifting nature of the demand for junior college instructional programs. The following data, tabulated in appendices, are discussed in relation to these two factors: (1) junior college districts and standard metropolitan statistical areas (SMSA) of Illinois; (2) number of high school graduates--actual to 1970, projected beyond; (3) junior college fall enrollment for the State through 1972; (4) junior college enrollment and high school graduates for the northern, central and southern counties; (5) the distribution of junior college teaching loads by SMSA; and (6) distribution of junior college teaching load by major program subfunctions (baccalaureate, vocational, technology, adult and continuing, and general studies) for the northern, central and southern counties.
