The Centre for Educational Research and Innovation Studies on innovation have tried to evaluate what is happening in different member countries to achieve a balance between organized processes for change and free initiative of the individual school or teacher, and to establish effective institutions in the different national circumstances. The aim has been to diagnose the reasons for success and failure and to probe the conditions under which planners, administrators, and teachers can work together effectively. This volume deals with innovation at the regional level. Five case studies are presented: two from the United Kingdom and one each from Canada, Germany, and Sweden. The United Kingdom examples show two approaches to the adoption of comprehensive education. The German example shows the effects on one region of a country's attempts at innovation. The Canadian and Swedish cases both emphasize a region's organization for innovation. In Canada the innovations deal with curriculum committees, a master teacher program, and an Organization Development Unit. In Sweden the innovations deal with flexible pupil grouping, subject integration, and team teaching; remedial teaching to replace certain forms of special education; an individualized mathematics teaching project; and experimental methods of teaching German.
