This report represents the second annual response of the U.S. Commissioner of Education to the requirements of Section 437 of the General Education Provisions Act instructing the commissioner to obtain annual reports from the states describing state uses of federal funds under the state-administered federal education programs. The nine summary tables were designed to show in concise form every data item specified in the legislation, to permit ready comparisons across all states and programs, to display from many perspectives the characteristics of grantees and beneficiaries of the state-administered federal education programs, and to illustrate the varying administrative policies of the states within their prescribed responsibilities to suballocate federal funds. Tables 1-3 summarize all the data. Tables 4-9 are analytical. Table 4 presents a breakdown of expenditures by type of grantee agency. It shows that 78 percent of all expenditures were made by local education agencies (LEAs). Recognizing this, Tables 5-9 provide further analysis of grants to and expenditures made by the LEAs alone.
