In order to bring national focus on the lack of minority engineers, more than 250 engineers, educators, students, and representatives of minority social action groups, professional and technical societies, foundations, industry, and government met to discuss the recruitment and financial support of minority students, program financing, and the continuation of a national focus on the problem. Participants unanimously agreed to set a national goal of ten-fold increase in minority engineers within a decade by raising the annual number of graduates from 500 to 5,000. Two implementing recommendations were adopted: that the National Academy of Engineering establish a Standing Committee on Minorities in Engineering composed of educators, members of minority groups, and representatives of industry and professional-technical organizations; and that the National Academy of Engineering take the initiative in exploring with industry, government, and educators the feasibility of creating a National Council on Minorities in Engineering. Some of the other recommendations were directed at improving communications to reach minority youngsters, the use of grants and the media to recruit students, supporting Black engineering schools, and recognizing the Spanish-speaking, American Indians, and Orientals. This report discusses the recommendations; lists the participants; briefly describes 35 programs and activities at schools and in government and industry; and presents the texts of three addresses given at the symposium.
