Many factors in our nation's past have hindered the achievement of quality education for everyone. Such factors include elitist attitudes, social and economic inequality, and more recently, a concentration on custodial treatment and maintenance of order in schools. Some measures, however, have facilitated the expansion of mass education and equality of educational opportunity. These developments include the Morrill Acts, the Kalamazoo decision, the G.I. Bill, and the Brown decision. Today this nation still possesses the potential to deliver quality education to every student. To do so, ten measures are necessary: (1) state assumption of schools that consistently fail to meet accountability standards, (2) a national effort to provide jobs for all, (3) state equalization of funding, (4) more specialized personnel in schools with poor achievement, (5) a national effort to rebuild and energize large cities, (6) provision of safe, sanitary housing for everyone, (7) expansion of career education classes and work study experiences, (8) full enforcement of all Civil Rights Acts, (9) development of multiethnic curricula, and (10) an effective health care system for all students. Although these changes cannot be effected by schools alone, schools must join with the total community to mobilize their expertise and resources to do what is necessary to provide quality education in all our public schools.
