On February 7, 8, and 9, 1978, the subcommittee held hearings to obtain input from official representatives of Indian tribal governments and the Bureau of Indian Affairs (BIA) regarding H.R. 9810 which is intended to amend certain sections of Public Law 874 in order "to provide for the basic education of Indian children, to provide improvements in the delivery of other educational services for Indians, and for other purposes". The subcommittee considered the testimony to be an expression of Indian self-determination. Most witnesses were in general agreement with the intent of the bill but proposed further amendment or changes. The BIA could not endorse enactment of the bill as presently written because it would not contribute to the effective delivery of education services to Indian children. Among those testifying were representatives from ten different Indian groups: Tribal Councils of the Winnebago, Yakima, Warm Springs, Sisseton-Wahpeton Sioux, Papago, and Navajo; All Indian Pueblo Council; Flathead Reservation; Seneca Nation; and Minnesota Chippewa. The hearing proceedings include the text of the bill. Some tables and schematics illustrate the narrative. (SB)
