The guidelines presented here for regional, national, or international referral centers are concerned with the effective exploitation of available information inventories. Defined as agencies which refer inquirers to the sources most likely to provide the desired information, these centers are recognized by UNESCO's UNISIST program as necessary components of any major information system. Part I of the guidelines establishes the definition and outlines the functions of information source inventory update, referral, publication of directories, and systems improvement. Part II discusses methods for creating and operating a referral center: possible locations, resources required, and working procedures (including models and actual examples); problems of publications, publicity, and organization are briefly considered. Part III presents a brief overview of possible uses of the mass of information collected through inventory preparation or user assessments. Part IV discusses the need for international cooperation among referral centers and the feasibility for development of a worldwide referral network. The appendices include a step by step diagram for creating and developing a referral center, a directory of international referral centers, and a bibliography of international directories of referral sources.
