The concept of survival language is described as arising from the need to develop practical skills in students, which in turn requires the identification of the tasks or speech acts the learner wants to carry out. The development by the Australian Adult Migrant Education Program of a notional-functional approach (the "On-Arrival" program in English as a second language) is discussed in terms of language skills and cultural knowledge. The language content of the syllabus, its methodology, and the Australian Second Language Proficiency Ratings are described. The application of the program to foreign language teaching is discussed. Portions of the syllabus are appended. (JB)
