Preparation and use of a written plan can increase the chance that people will do what has been planned using the ways selected and specified during the planning process. Program implementation plans should include the following elements: a review of product objectives and strategies; a statement of activities involved in meeting product objectives; definition of responsibility, time frame, cost estimates, expected results, and evaluation methods for each activity; and designation of the person responsible for managing the implementation of the program. Using information generated during resource identification, needs assessment, and strategy selection phases of the planning process, those responsible for committing and allocating resources can act to provide the resources where and when they are needed. Existing resource allocation practices should be evaluated, personnel needs and performance should be reviewed, cost-effectiveness studies should be conducted, implementation of zero-based budgeting or program budgeting should be considered, and alternative resource sources should be investigated. Examples of written product and process objectives are included. (Author/PGD)
