Issues clarification, skills and techniques, and methods and strategy in Extension public policy education were the themes of the conference. The first keynote speaker, R.J. Hildreth, justified public policy education by home economist and community resource development educators. The second keynote speaker, J.B. Wyckoff, described the function of and skills necessary for effective Extension education. He also noted how to define issues, determine Extension involvement, and select appropriate audiences for effective public policy education programs. Participants then joined small groups to discuss the constraints facing Extension educators and alternatives for overcoming those constraints. Cecelia M. Roland described essential skills and techniques for the public policy educator including methods of conflict resolution and goal setting in a group context. Keynote speaker Wyckoff described a model to help Extension educators intervene in the public policy process and examined the issue of academic training for public policy extension work. Representatives of four states presented examples of public policy programs in housing, consumer sounding boards, small and part-time farming, and food policy. Finally, participants joined one of five issue study groups (energy, citizen participation, housing, land use, family related issues) to define and develop appropriate educational programs. (SB)
