The rapid expansion of Ontario's educational system in the 1960s serves as a base for this study of the current decline in enrollment and its consequences. This paper examines two results of the concentration of manpower in teaching: the need for reduction in force and the potential burden on the retirement system. The author makes several observations based on a reduction-in-force scheme that encourages the retirement of eligible teachers and limits the number of new entrants into the profession. He perceives probable relief from escalating salary costs until 1985 followed by a sharp rise in costs resulting from replacement of retirees, possible short-run economies in teacher education, and the desirability of creating a pool of qualified and experienced teachers. He also concludes that the Ontario superannuation plan, which was established during a period of educational and economic growth, will create an overwhelming burden on a provincial government faced with declining enrollment. Consequently, he recommends not extending any further benefits to teachers and sees increased teacher contribution to the retirement fund as unavoidable. (Author/WD)
