This document reports Huron Institute's three-year implementation study (1976-80) of Experience-Based Career Education (EBCE), a high school school-and-work program developed by four regional education laboratories. Two major questions addressed by the study are: How effectively has EBCE been implemented? and What explains the differences in the effectiveness of implementation? Chapter 1 describes development of public schools in the United States, including the introduction of experiential learning and career education in the high school. Discussion of EBCE in chapter 2 focuses on the four models developed by North West Regional Laboratory, Appalachian Regional Laboratory, Far West Laboratory, and Research for Better Schools. Chapter 3 discusses EBCE as a curriculum reform that integrated academics and experience and emphasized individualization, competency-based instruction, basic skills, and remedial instruction. Barriers to integration are also considered. Chapter 4 describes some community experiences of students, including limits of the experiences, student benefits, and the employer's role. Chapter 5 considers the success of EBCE in improving the moral content of schooling. The roles of the teacher, employer, and district administrator in the school and work collaboration are discussed in chapter 6. The final chapter focuses on the successes of EBCE. (YLB)
