A statement of standards that should be met by preservice teachers in Ohio frequently refers to "knowledge, skills, attitudes, and values". It was felt that the broad, underlying concepts inherent in this phrase should be established. Following a comprehensive review of educational literature, a total of 316 concept statements on effective teaching were identified. Further synthesizing and refining on the part of a selected panel reduced this number. A state-wide survey obtained the judgments of a representative sample of educators, and a final list of 79 essential concept statements emerged. These were rated on two criteria: their importance for enhancing pupil learning, and their importance to a beginning teacher's effectiveness. In two separate evaluations, the highest-ranking concepts for beginning teachers were similar, stressing a healthy classroom climate, controlled discipline, enthusiasm, and fairness. A complete list of the 79 fundamental concept statements resulting from the survey is appended. (JD)
