The variation in conflict and ambiguity among a national sample of directors of school district research and evaluation units is explored. The approach developed argues that variation in evaluation unit directors' role conflict and ambiguity is a function of both school district and evaluation unit characteristics, since both sets of organizational features influence the social context within which the director functions. Three school district variables (formalization, size, and heterogeneity), and three evaluation unit variables (history, budget, and staff size) were used. Results showed school district variables as significantly related to ambiguity and conflict, while evaluation unit variables correlated with ambiguity but not conflict. The argument that the social resource characteristics of the school district are key sources of information about the conflict and ambiguity confronted by directors was not resolved. It was concluded, however, that evaluation units must become involved in classroom activities if they are to affect school district functioning. (Author/GK)
