Based on a theoretical paper on effective supervision (reproduced here), this study attempted to investigate superintendents' definitions of, knowledge of, assumptions about, and perceived effects of the supervisory structures and organization they have established in their school districts. Semistructured interviews of six superintendents in suburban-rural school districts in Appalachia were conducted, analyzed for content themes, and compiled by the researcher into the individual "case studies" presented here. The interviews illuminated several commonalities across the six districts. First, supervision of teachers, largely the same in all six districts, is oriented around inspection of minimum standards of performance as required by the state. Formal and informal monitoring of teachers appeared insufficient to achieve the control of curriculum and teaching method that superintendents perceived desirable. Although teachers must fulfill a set of invariant expectations, other administrators in the systems help develop their own goals. Finally, the researchers concluded that comparison of these supervisory systems with a theoretical model of organizational effectiveness suggests that all six systems have major deficiencies. Authors view their work as exploratory research, identifying questions for further research on supervisory practices, training, organization, and school effectiveness. (Author/JM)
