This report, commissioned by Wisconsin's superintendent of public instruction, focuses on methods of attracting, preparing, and retaining competent and dedicated teachers in Wisconsin schools. Part I consists of recommendations to attract competent individuals to careers in teaching: informing the public about career opportunities in education and recruiting able high school students and others, improving the status of teachers, raising entry-level salaries, and providing low-interest loans for students in teacher education. Part II recommends improvements in the preparation and performance of teachers: closer cooperation between teachers' colleges and public schools, upgraded academic requirements, expanded field experience, standardized teacher testing, a 1-year probationary license and induction program for beginning teachers, stronger preparation for administrators, and state criteria for supervision and assessment. Among recommendations to retain competent teachers in part III are stronger state requirements for professional development, extended employment, a career ladder, and a $20,000 minimum salary for professional teachers. Part IV provides additional recommendations, including state-sponsored research into alternative methods, periodic review of certification requirements, and middle school level licensing. Part V investigates teacher supply and demand in Wisconsin, while part VI provides concluding comments on implementation. (TE)
