The Council of Urban Boards of Education (CUBE) created an ad hoc study committee to research the effects of Federal program reductions on the urban school districts that are members of the Council. A survey instrument was developed and disseminated by the committee for the following purposes: (1) to determine the current trends in Federal expenditures; (2) to identify Federal program reductions and the impact of those reductions; (3) to examine techniques and strategies being developed or implemented to address the issue; and (4) to report the results of the research to the educational community and public. Thirty-nine CUBE member districts responded to the survey. From these responses data were tabulated on such key issues as funding trends, revenue sources, rising budgetary expenditures, strategies and techniques for addressing reductions, and perceptions of the Federal role in education funding. This report, which summarizes survey findings, has been designed to serve as a reference guide for school board members and other who wish to assess the financial status of Federally-funded education programs in selected urban school systems.
