Differences in Guaranteed Student Loan (GSL) default trends among 54 U.S. state/territory guarantee agencies were investigated, based on September 1981, 1982, and 1983 quarterly reports. The states/territories were grouped into four categories based on a classification of loan volumes and the agencies' years of experiences. Among findings are that: 57 percent of the net GSL program loan dollars that have ever been guaranteed by the program were guaranteed in fiscal years (FY) 1981, 1982, 1983; 49 percent of all the guaranteed loan dollars that have ever reached maturity did so in FYs 1982 and 1983, and 43 percent of all GSL dollars that have ever gone into default did so in FYs 1982 and 1983; default rates in the 31 state/territories with "new" guarantee agencies increased by about 4.1 percent, while default rates in 17 of 23 states with "established" agencies decreased; and about 26.7 percent of the increase in default volumes was experienced with loans guaranteed by the new states. GSL data for the 3 years are presented for each state/territory on: net guarantee loan volumes, cumulative matured loan dollar volumes, cumulative default claim dollars, default claims rates, net default rates, and recovery rates (i.e., total cumulative dollars collected divided by cumulative dollars of default claims paid).
