Using Bloom's Taxonomy of Educational Objectives (1956), this study explores whether the San Diego Schools are teaching and/or testing higher level cognitive skills. The Taxonomy arranges cognitive processes in ascending order in six areas; (1) recall of knowledge; (2) comprehension; (3) application; (4) analysis; (5) synthesis; and (6) evaluation. Portions of district-created reading materials from the Achievement Goals Program (AGP) and the District English Language Program, commercial reading programs created by a national publisher (Houghton-Mifflin) and a nationally used standardized norm-referenced test, the Comprehensive Tests of Basic Skills (CTBS) for grades 5, 6, and 8 are analyzed. Recommendations include: (1) developing activities and tests structured to the higher cognitive levels; (2) using the Taxonomy as a guide for preparing and evaluating materials; (3) providing inservice teacher training in the use of higher level activities and questions; (4) using district influence on commercial publishers to incorporate the higher taxonomy levels into their materials; and (5) extending Taxonomy analyses to other subject areas. Appendices contain: (1) additional information on, plus the instrumentation of, the Taxonomy; and (2) the unit tests for Level 14, Windows and Walls (Ginn), Level 15 Orbits and Opportunities (Ginn), and the Unit Mastery Test A for English 8, Unit 8. (In the study, Ginn program materials have now been replaced by Houghton-Mifflin.) (BS)
