These guidelines are intended to inform school administrators about the scope and limitations of the Equal Access Act (Title VIII of Public Law 98-377), which provides equal access to school facilities for students who wish to meet for religious, political, philosophical, or other discourse. First, an overview of the act describes its various provisions. Second, the history of the act is reviewed to help understand both the reasons and the broad support for the act. A discussion of the various constitutional rights protected by the act follows, including a review of the Supreme Court decisions regarding religious activities in the public schools. The guidelines conclude with a series of questions and answers on issues pertinent to school administrators: (1) Who and what is covered by the act? (2) When is the act triggered? (3) How may a school implement the act? (4) What is a school not authorized to do? (5) How is the act enforced? (6) What authority does the school retain? and (7) additional questions. Two appendixes provide (1) statements concerning Equal Access guidelines by its two Congressional sponsors, Don Bonker (D-Washington) and William F. Goodling (R-Pennsylvania), and (2) the Equal Access Act guidelines. A bibliography is included. (TE)
