This report presents information about the number of eligible preschool children being served and not being served by Head Start programs in the state of Illinois. Four criteria used in determining eligibility for Head Start programs are reviewed: (1) family income, (2) age, (3) handicapping condition, and (4) need. Several tables provide data and estimations of enrollment and children being served. These are as follows: 1984 Head Start Family Income Guidelines; Illinois Head Start Funded Enrollment by Grantee October 1, 1984; Estimates of Eligible Illinois Children Served and Not Served by Head Start, December, 1983; and Statewide Estimates of Eligible Illinois Children Served and Not Served by Head Start. In summary, during the 1983-84 school year program, approximately 71% of eligible children were not served by Head Start, and during the 1984-85 school year program, approximately 69% of eligible children were not served by Head Start. In addition, although the number of children being served by Head Start in 1984-85 was about 1,500 greater than during 1983-84, a substantial proportion of low-income preschool children were still not being served by Head Start.
