These two press releases contain a memorandum from the President's Committee on Employment of the Handicapped which presents information on the participation of individuals with disabilities in the Job Training Partnership Act (JTPA). Data reports percentages of disabled adults and youth served by each state during JTPA's first full program year. Figures show a significant increase for disabled youth completing training (from 7.5% to 9.7%) and a wide range of participation rates for disabled youth and adults from one state to the next. The variance is thought to be due to several factors, including uneven implementation of eligibility and the responsiveness of JTPA to local governance or influence. (CL)
