This document contains witness testimonies and prepared statements from the Senate hearing called to inquire into the procedures used by the administration to freeze funds which had been mandated by Congress for juvenile justice programs. In opening statements, Senator Arlen Specter called the administration's actions illegal and Senator Jeremiah Denton stressed the need for adequate funding for juvenile justice. Opening statements are also included from Senators Simon and McConnell. Alfred S. Regnery, administrator from the Office of Juvenile Justice and Delinquency Prevention (OJJDP), United States Department of Justice, presents the position of the executive branch in this matter. The legal issues of freezes and rescission notices are debated. A. L. Carlisle, chairperson of the National Coalition of State Juvenile Justice Advisory Groups, and Marvin Wolfgang, professor of criminology and law from the University of Pennsylvania, testify about the freezing of Juvenile Justice and Delinquency Prevention Act (JJDPA) funds by the Department of Justice. Donald Mathis, project coordinator of the Centinela Valley Juvenile Diversion Program testifies about the need for JJDPA funds to help support his program. Dean Dickson, executive director of the Mid-Atlantic Association of Youth Services, testifies that the proposed rescission of all fiscal year 1986 funds for the OJJDP would impose a hardship on existing and proposed juvenile justice programs.
