State programs designed to influence the geographic and specialty distribution of health professionals are examined. Summaries of 113 state health professions distribution programs operating in 1985-1986 are grouped by state and include information on the type of incentive, goals, eligibility, clinical specialties, funding, and physician characteristics. Attention is also given to: methods used by states to recruit physicians for shortage and underserved areas; the range of programs adopted by states, program goals and strategies; state level of effort and changes since 1981, and results that are relevant for state and federal policy. Detailed attention is given to the methods for determining specific areas of need and to the extent to which these methods rely on or are different from the approach used in designating federal health manpower shortage areas. Strategies employed by state health distribution programs concern: selective recruitment to undergraduate medical schools; influencing experiences during schooling; financial incentives to locate in certain areas; and aid in establishing and maintaining practices.
