Based on facts gathered in 1982-83 and prepared to inform the United States Commission on Civil Rights of the status of migrants in the State of Maryland, this report summarizes findings about housing, health and safety, access/communication/transportation, employment issues, and education. The summary of housing conditions notes that more than one-third of the 57 licensed migrant labor camps in 1982 operated with major health and safety deficiencies in spite of numerous authorities empowered to enforce standards that could improve camp conditions. Health and safety findings show generally poor health adversely affected by poor nutrition in particular. The report on access issues outlines numerous ways that migrant workers are isolated from mainstream society including language barriers. Discussion of employment issues focuses on exploitation of migrant workers including extremely low pay, the nation's worst working conditions, and lack of legal protection. Discussion of education concludes that despite the accomplishments and plans of educators in Maryland, migrant children experience poor educational achievement, are typically ostracized by local residents, and--in significant numbers--do not participate in educational programs for which they are eligible. Appendices list private and government agencies involved with migrant welfare and nine agency review replies. (JHZ)
