A study examined the extent of joint planning and coordination between vocational education and private sector Job Training Partnership Act (JTPA) programs during 1986. Data were collected from the following sources: mail surveys of staff in the state agencies responsible for administering the Carl D. Perkins Vocational Education Act and JTPA (72 percent response), telephone interviews with the directors of these agencies (99 percent response) and with the chairpersons of the councils established by the acts (90 percent response), and site visits to 9 states and 26 service delivery areas. The overall conclusion is that although many JTPA program clients are receiving instruction in public vocational education programs, such instruction is not the result of joint planning. Rather, JTPA officials decide the kinds of training to be provided, and public vocational education institutions are often selected to provide the training. The exception is programs funded under the JTPA 8 percent set-aside. Joint planning in the development of these particular arrangements is the rule rather than the exception because the legislation governing the programs requires cooperative agreements. Federal, state, and local policymakers appear to have several options that could foster increased cooperation between vocational education and JTPA.
