Congressional hearings were held to discuss the proposed national foster care system, which is intended to provide temporary homes for children, most frequently victims of abuse or neglect, when their own families are incapable of providing suitable parental supervision. The committee heard testimony from 11 representatives of state and federal child welfare agencies, family service agencies, and adoption agencies. The testimony discussed foster care policy (which favors leaving children with their families whenever possible) and the need for adoption assistance for special needs children, such as older children and the handicapped. In addition to the testimony, the committee read prepared statements, letters, reports, and other materials provided by experts to document and add details on the status of and need for improvement of foster care in the United States. (The text of a lengthy report called "Children in Search of Tomorrow: The Search for Permanency Planning," compiled by Illinois Action for Children, comprises a large part of the prepared material.)
