An examination is provided of past and possible affirmative action efforts to improve the representation of ethnic minorities and women in faculty and administrative positions in the California community colleges. A brief introduction states that despite legislative changes and efforts made by the colleges and the Board of Governors, minorities and women are no better represented in these positions in 1987 than in 1970. Following this, the first of three main sections places the issue of affirmative action within the context of population changes in California, high attrition rates among Mexican-Americans and Blacks, and legislative mandates concerning recruitment and affirmative action. This section also traces the extent to which the Chancellor's Office and the Board of Governors have provided leadership in this area, and reviews the development of affirmative action regulations. After summarizing the current representation of women and minorities in the faculty, by discipline, and in administrative positions, the second section attempts to determine which policies and practices are likely to result in increased representation of these groups. Recommendations of a special affirmative action ad hoc committee are also considered. The final section summarizes opportunities for expanding the representation of women and minorities and identifies the current constraints and/or attitudes that hinder colleges from exploiting these opportunities. This section also suggests ways in which the Chancellor's Office and the colleges can reduce impediments to affirmative action and achieve more positive results. Attached appendixes contain transcripts of relevant legislation, data summaries showing California community college hiring rates, and recommendations by the Ad Hoc Affirmative Action Committee.
