This document describes a curriculum framework for a planning process that should be undertaken by local education agencies (LEAs) and institutions in Great Britain. It suggests a focus on the curriculum that synthesizes existing plans, unifies programs, and emphasizes planning for learning and learners. The next section proposes that the scheme, plan, curriculum statement, and development strategy produced as a result of LEA curriculum planning should be seen as having separate but interconnected functions. It recommends that resources should be related to learning, planning should provide the opportunity for development and accountability, and there should be adequate support. A curriculum framework common to all learners provides the basis for the most effective planning. The framework is described as being a statement of what should be provided and comprising a detailed statement of the aims, principles, and procedures of the education service. A section on curriculum entitlement suggests that the minimum entitlement should comprise negotiated content, negotiated and prespecified outcomes, individual progression opportunities, and learning experiences that are the same for everyone. A discussion of institutional provision recommends publishing of a mission statement and formulation of an action plan as steps in the provision of learning that is enriching and equitable. (YLB)
