Interest in state level assessment compared with national assessment is increasing in many states. This report makes 12 recommendations to the U.S. Department of Education and to the National Assessment of Educational Progress (NAEP) grantee on how state achievement data from 1990 mathematics assessments should be measured and reported by NAEP, how comparisons should be reported, and what important variables should be analyzed. Several policy issues related to conducting state-level assessments are addressed, including special education students, limited English proficient students, administrators, and private school students. Many worksheets and state information are provided. Appendices included are: (1) "Steering Committee Members"; (2) "Analysis and Reports Committee Members"; (3) "State Education Agency Consultants"; (4) "Other Consultants"; and (5) "Current NAEP Procedures for Excluding Students."
